Now, what if person A wants to play a guard who's paired up with person B's guard, and person B does not happen to be online? Person A feeling the need to support the pairing policy does not RP. It is very hard to have people online at the same time, which is why if people start pairing up, the guards RPed in the inn will be drastically reduced, because OOC-wise, it's just hard to get together. If you keep it unitary, no one has to depend on anyone else to be there and guards can step in freely without having a nagging feeling of breaking the pairing norm.
