<table cellspacing="0" cellpadding="0" border="0" ><tr><td valign="top" style="font: inherit;">This information is to be disseminated to all shifts via the Sergeants and Lieutenants in briefing:<br><br>Due to the recent actions of the Halfling and to incidents that have occurred within the last few months, it is highly important that unrecognized members of Law Enforcement or even the Royal Guard be questioned.  The attempt to steal Armsman Servilius' credentials can have few purposes beyond use in what are deemed as false-flag operations.  Whether those are to be used domestically or on foreign soil has yet to be demonstrated, but already a suspect carrying authentic, and presumably stolen, credentials for an Inspector of the Border Watch managed to convince members of the Royal Guard to help arrest and essentially kidnap a citizen of Arangoth, where they were eventually beaten and branded.<br><br>If anyone comes across someone presenting you

<div>Sometime before First Night Bell this evening, when approaching the BlkDragon Inn with the intent of getting something to warm myself after a round of patrol, I noted Armsman Cursor Servilius face down in the street along with the corpse of a woman. As I approached, a female Halfling (a detailed description of Shimmering`Star) dressed all in black tumbled over the downed Armsman and proceeded to flee the scene despite the clear command of Magistrate Caladon to halt. She appeared to be moving at an exceptional speed, I suspect some form of magical enhancement. Her path brought her within arm's reach of myself only because of the direction in which I was approaching the inn. Naturally I made an attempt to apprehend her, but she word a slick cloak that made it difficult to grasp her. I gave chase, intending to bring her in for questioning regarding her involvement in Armsman Servilius' condition. If not for the fact that I am considerably taller, and
 she didn't have a lead, I suspect that I wouldn't have succeeded in keeping pace with her, as it was I was hard pressed and nearly lost her. If not for the fact that she stopped at a wall, allowing me time to get a grip on her hair, then tackle her to the ground, she woule evaded me completely. It should be noted that while this was going on, Lt. Idelle Sarault was tending to Armsman Servilius. When I attempted to shackle the halfling female's wrists, she evaded me again, but didn't put enough distance between us to put herself out of my reach. My response to her evasion was to attention to stun her with a back arm, which only glanced off her head, as if turned away by something stronger than merely a leather hood. But she stumbled, falling not far from  Magistrate Caladon, where she appeared to surrender. Until I moved to shackle her, at which point she smashed a potion vial and vanished before our eyes. I cannot be certain, but I
 have reason to believe that she attempted to ensorcell me to orchestrate her release, a suggestion spell perhaps. In light of her disappearance, Magistrate Caladon passed sentence:</div>

<div>The Halfling female was pronounced guilty of theft, resisting arrest, and assault on an agent of the crown. When apprehended she is to be detained to the Guardhouse, sentance to be completed there. Her right hand is to be removed, and she is to be placed under geas against having her hand regrown, and another against theft. The result of the geas should she act against it, is to be her brain melting. </div>

<div>I would advise my brothers and sisters at arms to excercise caution. This halfing is either a middling wizard of some sort, or has contact with one to supply her with magically charged items. She is exceptionally crafty. It would appear, she was attempting to seek Armsman Caladon's badge, for reasons unknown.</div>
