Several months ago, Aridia Vlorress, a fallen angel that was once a vampire and before that a mortal woman, applied for citizenship to Abraxas ul-Bralk Caros, a Chancellery magistrate. For those of you who don't know already, the Chancellery magistrates are the folks in black robes who try arrested criminals. Outside of hearing criminal cases, these magistrates handle citizenship applications, licensing for ships, the roll of citizens, and host of other administrative functions. Aridia citizenship application was denied and mostly because she had once been a vampire. The Chancellery magistrates don't like the undead in general and loathe vampires in particular and not without good reason: they've endured vampiric serial murderers, vampire rights movements (yes, there was a time when Drache's vampires wanted to be treated like citizens), the fallout from vampires warring to be Drache's "Prince," and they also read the Guard reports--usually not lacking for vampires who antagonize, attack and get away. Accordingly, Abraxas denied Aridia's bid for citizenship. If she was a vampire in the past, then that was, in his mind, grounds enough to deny her citizenship. He also couldn't wrap his mind around how one had gone from a vampire (she was a vamp for over 1,000 years) to a mortal fallen angel. Abraxas wasn't necessarily fair or right in his decision, though. Aridia has done no harm while in Drache and she is, like it or not, now a mortal. Someone more open-minded would've granted her citizenship. Denied by the Chancellery, Aridia appealed the decision to the Regency Council. For those of you who don't know, the Regency Council is Southern Arangoth's ruling body (Northern Arangoth is ruled by the King); they have power of the purse and sword. The Council is to the Chancellery what a congress / parliament is to the judiciary. Here, Aridia found cooler heads. The Council interviewed her and then ordered the Chancellery to grant her application for citizenship when she next applied. She hasn't done so. Not yet. This might look like an innocent disagreement--like a petty squabble between two parts of government, but it's anything but. ;) Consider what might happen if the Chancellery disobeys the Council's order and refuses to grant Aridia citizenship: the Chancellery magistrates stand in open defiance the Council. That would be rude at best and treason at worst. The Council will have to act and, given the dogged and stubborn nature of the Chancellery magistrates, act forcibly. That's to say that the Council will likely have to call on the Guard to compel the Chancellery magistrates to obey--and possibly arrest them. ;) Jax's character, Lorla Daranek, is a former member of the Regency Council. If your character knows that and keeps up with current events (as they've been describes as above), then he might guess why she's asking. Namely, the Council isn't sure of the Guard's loyalty and might be a little worried that, in the vent of a conflict with the Chancellery, that the Guard might not take their side. A few possible reasons for this might be: --The Guard owns a considerable loyalty to the Chancellery by virtue of their work. Magistrates often go on patrol and involve themselves in the same brawls as the Guard. Loyalty to the Chancellery likely increases the higher up the chain of command you go; old guards have had a lot of time with the magistrates, newer guards not as much. Think of it as a cop-prosecutor relationship. --The Guard is, with exceptions, as hawkish and anti-vampire (even ex-vampire) as the Chancellery. See the reports (anyone brawled with Pardus?) But by the same token: --The Council is probably more in the right on this matter than the Chancellery. --To defy the Council and side with the Chancellery would be treason (unless the Chancellery wins its bid for power). Keeping all that in mind, I hope you'll be able to figure out where your guard will stand: pro-Chancellery, pro-Council, or neutral. Since most Wharfers right now are npcs, that's an estimated 75-80 heavy infantry, including two dozen or so special purpose light infantry/rangers, and a major depo of equipment, weapons and armor. These charges are preposterous, a disgusting perversion of the law that the Magistrates are supposed to uphold. While I oppose granting citizenship to an admitted mass murderess, I cannot support such a blatant, politically motivated travesty of justice to occur with the Guard's full complicity. Her dinner with Magistrate Lytia Seward had proved more frustrating than helpful, and it seemed that the investigation she had volunteered to be involved in was turning into a labyrinth of he-said she-said mixed in with a little evasion tossed in for extra flavor. She sat in a sparsely furnished office in the guardhouse, pouring over Drache's city merchant records. They listed the names of legitimate merchants in the city, and there were a lot of them. Lytia had given her several names, names of merchants claiming they had been accosted by city guards andhad money stolen from them. This was the "evidence" she had provided in the case against Councilor Reizeau. One or two of the names were on the list, but the vast majority was nowhere to be found. Granted, the list was comprised only of merchants who required licensing for their wares, but she had to start somewhere. The two names she saw, however, showed that their products did not match up with what Lytia had described them to be. It basically summed up to, so and so, an apple merchant, claimed to have been assaulted by the Guard and had his money stolen from him. It was most likely safe to assume that the people on the list shared only the names in common with the names she had been given, and were in fact, not the same people. "Which leaves me really only one real, tangible lead to follow." She spoke in her native drow tongue, the syllables harsh and cruel as they rolled off her tongue. Her voice echoed,and despite the doubling of the manning in the guardhouse, she was, for the most part, alone. One name on the list stood out amongst all others, a certain Resque Maessen. Lytia had specifically mentioned that the merchants in question were tied with him. This seemed her only option, though with the dawn swiftly approaching, and little more than a few sparse moments that she'd dozed off sitting at this desk contributing to her sleep for the last twenty-four hours, it was best that she take up one of the empty cots in the guardhouse, at least for a few hours before persuing this lead in the case. She slammed the records book closed, and with a small puff of breath, extinguished the lamp on the desk, plunging her into blissful darkness. The room glowed with a faint bluish tint to her elven sight, and she rose, feeling her shoulders throb with tension. It was time to sleep, if she could, though her mind raced with questions that had no answers. She only hoped that she had not found herself inclined to the wrong side. While most people are aware of the Vampires' thirst, they tend to overlook a Vampire's mind, brute force, and qualities - you reffer to them as Curses, I s'pose - that make of them formidable foes for your well trained thus precious Guards. Put blatantly, I wish to know if the administration of the city would.. openly or not, support a Vampire innitiative to bring a touch of order in the disoriented, frightened hordes that feed wherever they can, often doing sloppy jobs and killing the victim in their hury. How ? - you will ask perhaps. By proclaiming the Wharf District a Vampire-allowed zone. There are Vampires that will do their best to prevent bloodsheds. There are Vampires that want peace to study and meditate. Not lastly, there are brutal monsters that must, and I inssist, must be licked by Dawn. As such, if you would spare your Guards of the inherent dangers of dealing with Vampires and instead allow a group of Vampires to solve what would become "internal affairs".. I attempted to Hold him with a spell, but apparently he was too strong, and cast something on me which solidified the air around my mouth. I used the spells kept in my staff to null the spell, when one Shyne Blake entered to aid me. This higher-demon, as he claimed to be, proceeded to resist arrest, taking a hostage. One Talis Casiatin held his own weapon at the demon's back, while I stayed put in the front with Shyne. Aillas Suldrun was attempting to help, too. The demon proceeded to slice the patron's neck, at which Shyne loosed a bolt and I loosed a Cone of Cold spell. At the same instant, the demon had done some sort of golden blast flash spell to blind us. I cast Lightning Ball on him while Aillas cast a similiar lightning spell. Aillas' was avoided, but mine hit home. Talis used something to cast Bramble upon the demon, pinning him to the floor, but the feind teleported. That's when we all raced outside. It looked as if he were going to fly away, but I used my strongest gem-spell: Greater Planar Bind. He is bound to this material plane until he performs a task I set upon him. Depending on his sentence, it will be that, I believe. The task has not been set yet. Shyne loosed another bolt, which ended up hitting the demon in the thigh, though I have reason to believe she was aiming elsewhere. He fell with the impact of my spell, thus getting hit with said bolt, Aillas' fireball skimming his stomach. The demon fell unconscious just before I cast briar web, encasing him in thorny brambles to pin him to the ground. This is where I apprehended him, with the help of those mentioned. He claims that a former wizard of the guard "Delusion" summoned a demon which then became possessed by the said demon. Vorfon Aginor wished help in ridding of this demon. The professor is working on finding a way to contain this demon. The professor and I both feel it was necessary to warn you Captain as well as the other guards what is running loose in the city. I know in these times it is hard with the undead situation as well as the city's council problems.....but this is a serious matter as well and should be looked into as well....The guards are warned to be cautious if you should run into the demon the professor is to be alerted immediately to it's where abouts. I have posted for a few guards to double up on their shifts especially in the city at night....I know we are short staffed so I will also take several shifts of my own to help cover. Upon inspection the woman was dead from her injuries and loss of blood. The man (Vaenik) evidently did not expect to see me and as soon as he did he fled in to the darkness of the streets....I ran after him but lost him quickly. I returned to the body of the man which laid on the ground missing his heart, throat, and most of his chest. I am writing this to warn you and the other guard to keep an eye out for this man. I do not know if he was the one that attacked the woman or not for I wasn't there to see it first hand....but he has something to do with all of this. Seemingly the victim of an assault had pressed over her attacker. As I pulled said victim from the attacker, the victim was flung at my person. Shortly afterward, a canister of some foul, mildly burning agent was dispersed within the alleyway. Unable to see by the way of the canister's watering affect 'pon my eyes, I did assist the victim out of the alleyway where it became apparent it was none-other than The Honourable Magistrate Ketara Lyon. We made fast progress to the BlkDragon Watch-House, where I pressed her care into the hands of the healer on duty, whom I believe to be one Officer Jerak Melthoss. I approached him cautiously and asked him his name....upon seeing the man's features which were hidden by the large hat he wore I knew immediately that he was the one that I saw that night. I informed him he was under arrest for suspicion of murder and brought him in last night and he now is in a cell waiting for his trial..... I sincerely do not know if he is responsible for the woman's death but I do know and he's admitted to the death of the vampire male that was found beside her mutilated. I am hoping this will be over quickly, I will ask the man a few questions to find out if he indeed is telling the truth when he says he did not kill the woman. He stated he merely did not offer to help her as he saw her being slaughtered. I will report more on this after I find out more information.
