[Royal Guard] A quick reminder to everyone (Read this, please!)

The ops have receieved a few complaints lately (some with merit, some 
without) about guards appearing out of nowhere and intervening in 
scenes. I don't think it's an epidemic problem that requires drastic 
action, but I do want to take this opportunity to remind everyone of 
what I wrote in the Guard primer file:

"If your Guard PC is not currently in the inn, ask the parties involved 
in private msg if they would object to a Guard showing up on the scene. 
An exception to this is if another character playing in the inn sends 
for a Guard to handle the situation. In that case, your PC should respond."

It only takes a few seconds to ask whether somebody minds if a Guard 
shows up, and it can help to avoid a lot of hard feelings in the end. As 
a channel op, part of the job means making sure that people enjoy 
playing in BDI, which involves balancing conflicting interests at times. 
I'm not advocating allowing random smirking villains to run roughshod in 
the channel, but sometimes, people want to resolve things themselves 
among their characters without the Guard conveniently arriving to 
restore order. As I said, it's not a huge problem, and I'm not singling 
anybody out, but please keep it in mind to ask before intervening if 
your character isn't IC when something happens in the inn.
