[Royal Guard] Si Howe wanted for assault

~~Spell Sgt Lay`Trayin ChasingFire was at the inn when she took a report on
Si Howe.~~
 
As i was in the Black Dragon Inn taking a break from patrol i was speaking
to a man by the name of Kurai  (description given) and he reported that one
Si Howe (description given) assaulted him and tried to chew off his hand. He
had a bite mark on his wrist and blood showing on the wound. He requested
that Si Howe be arrested and punished for assault on his person.
