[Royal Guard] Suspicious individual in the BlkDragon Inn

Shortly before the Fifth Night Bell, I observed an individual
performing seemingly dark magic in the common room of the BlkDragon
Inn.  The incantations were in a language akin to Abyssal which I do
not speak.  I went over to observe the spell, which was a scrying
spell of some sort, focusing on a location in the Docks.  (Specific
location follows.)

While casting, the man was unresponsive.  When he had finished, I
inquired as to his actions.  The man called himself Mr. Smithe, an
obvious psuedonym. (Description of Skeen follows, although not an imp
like the previously reported Skeen, but a 5'1" human.)  He acted
evasive and confrontational throughout my questioning.  He claimed to
be scrying on an old acquaintance named Elidon, who owed him for an
unspecified past favor.  He made an apparent joke about Elidon selling
his soul.  I performed a magical examination of the man, and he showed
no signs of demonic blood.  However, he claimed that Elidon would not
recognize him by sight, but only by voice.  The entire conversation
had a particularly ominous tone, despite my efforts to be courteous
and pleasant.  He became positively condescending by the end of our
discussion, even attempting to take my notebook at one point.

Unfortunately, despite the obvious suspiciousness of the individual, I
could not find a legitimate reason to take him in for questioning, as
to my recollection unauthorized scrying and/or surliness is not cause
for arrest.  I highly recommend caution and suspicion upon dealing
with this individual in the future, and I request that an officer be
sent to investigate the address on which he was scrying, to inquire
about this "Elidon" and to make sure there is no foul play.
