"On 5. VI. 479, Sen (description of Hatatori), was placed in the guardianship of Tespin Atsume. Should Sen be found in public without Tespin Atsume (or some other magistrate-approved guardian) accompanying him, he should be immediately remanded to the guardhouse; magistrates finding him there should not hesitate to remand him to the nearest orphanage. The Hon. Abraxas ul-Bralk Caros was presiding."

Then, scribbled in the margin, in a nearly illegible hand: "Magistrates are at their discretion to place the creature with a zoo, circus, curiosity show etc. should finding space at an orphanage prove too difficult. --A. C."
