[Royal Guard] A letter sent to the Lord Chancellor

Copies of the following letter have been sent to the other Magistrates 
and officers of the Guard with the following note attached:

I have received the following "generous" proposition from an unknown 
leech who proposes to end the current slaughter by selling out the poor 
of this city and effectively making them the cattle herd mentioned in 
the letter that was pinned to the body of an unfortunate Guarsdman. I am 
too revolted by the arrogance of such a proposal to make some tart or 
witty comment regarding this ludicrous missive. The bounty on vampires 
stands.

Greetings.

The public opinion on the undead identifiable as Vampires has come to my 
attention. While I refrain from finding excuses or justifications, I 
confess I am slightly puzzled by the means the "administration" decides 
to use in order to hold the "undead infestation" at bay.

If I may question the judgement of forementioned authorities.. it seems 
to be that the problem may be regarded from points of view that have yet 
to be explored. There are mainly three problems that I wish to address. 
With your permission, I will do so in the following paragraphs.

The Wharf District is a source of malignant creatures, mostly humans 
with an appetite for theft, deceit, or lust. While benign to.. some, 
they are generally loathed by the honest citizens of this great city. 
Your Guards tend to be rather precious resources, and such low life 
deserves a harsher approach.

The Vampires are malignant creatures, it comes to me without any doubt. 
As such, I trust we both agree the honest citizens should be guarded 
from them and thus increase the prestige of the local administration, 
along with the support of the populace. But doing so also requires 
Guards, equipment, and harsh measures that more often than not also hurt 
the citizens. Burning houses where Vampires are rumored to be is just an 
example.

The last point I wish to raise is somewhat new to you. From the 
officials' actions, I'd deem it "new". While most people are aware of 
the Vampires' thirst, they tend to overlook a Vampire's mind, brute 
force, and qualities - you reffer to them as Curses, I s'pose - that 
make of them formidable foes for your well trained thus precious Guards.

Put blatantly, I wish to know if the administration of the city would.. 
openly or not, support a Vampire innitiative to bring a touch of order 
in the disoriented, frightened hordes that feed wherever they can, often 
doing sloppy jobs and killing the victim in their hury.

How ? - you will ask perhaps.

By proclaiming the Wharf District a Vampire-allowed zone. There are 
Vampires that will do their best to prevent bloodsheds. There are 
Vampires that want peace to study and meditate. Not lastly, there are 
brutal monsters that must, and I inssist, must be licked by Dawn.

As such, if you would spare your Guards of the inherent dangers of 
dealing with Vampires and instead allow a group of Vampires to solve 
what would become "internal affairs".. I assume powerful allies could be 
gained in the process. And your Guards would be diverted to other tasks, 
where safety lacks so far.

I trust I have been most explicit, and will send a man for your reply 
the following night. Please, be indulgent with him, he knows nothing of 
my whereabouts.
