[Royal Guard] Some long overdue housekeeping

As I wrote a while back, I was considering making Lucius the Lord 
Protector and letting somebody else have a crack at being Captain. My 
character has held the position for several years, and I think it's time 
that somebody else got a crack at it. At times, my enthusiasm for the 
job has been lacking, and I don't want to hurt the Guard as a whole 
because of it.

However, my plan hit a snag when it was decided that the Lord Protector 
would be part of the new Sithire's Privy Council. Since I currently play 
Marcion, I don't want to have two PCs on the Council at one time, 
especially holding such powerful positions. Lucius' retirement has been 
delayed for the time being, but I could still use some new blood on the 
Guard's command staff to help liven things up.

Right now, I need replacements for both Commander positions, since we 
haven't had a commander for the Main Guardhouse since Jeff left, and 
Igor wants Magnar to step down from commanding the Wharf since he feels 
the PC works better as a grunt. If you're interested in helping me run 
the Guard, email me personally and let me know. It can be your existing 
Guard PC, or you can make a new PC specifically suited to role. The ops 
involved in the Guard will decide who to appoint based on who's 
interested in applying.

Finally, Jax (Tejene) and Kel (Lachlan Brewer) both recently sent me 
some suggestions on ways to improve the way the Guard operates and make 
it more fun for everyone involved. I'd like to open up that discussion 
to the entire list. If you have any comments or suggestions, please post 
them here to the list, and we'll discuss the ideas offered.
