For better suggestions, one would need to carefuly review the records of all guard personnel. As of now, I am making assessment based solely on reports filed and actual obesrvation, the latter being highly inefficacious, due to the role time difference between the observer and the guard's player plays. Enough blabber. Now for the actual suggestions:

To clarify Peter's point, the reason I decided to make it possible for
people to create a new PC for this if interested is related to the
present problem with Magnar. Some characters are designed to be rank and
file grunts, and aren't suited to be officers. Igor's found that
Magnar's not fun to play as a Commander, and he's asked that I demote
him. My preference is to take care of the vacancies with as little IC
disruption as possible in the ranks. But I want to see who's interested
in two vacancies first, rather than trying to fit a square peg into a
round hole again like I did with Magnar. If a veteran guard mun is
interested in playing a commander but doesn't feel that his or her
current PC is well-suited to the job, I'll consider the creation of a
new PC.
