[Royal Guard] Helectus

[Aridia]

Tonight I had the displeasure of meeting up with a man who seemed intent on
inciting a disturbance with other patrons of the Black Dragon (desc of
Helectus). After stopping one woman from trying to fight with him and
lettign her go with a warning as she heeded my words he continued to try to
incite a fight then resited arrest. I ask he be put on the wanted list for
inciting a disturbance and escape.
